Nightly Config Backups using SSH inconsistent

I have 28 HP Switches all flavors of HP 2540-24G, 2530-48G, 2530-8G

Firmware ranges: 15.17, 15.18, 16.01

NCM Connection: SSH Auto

Communication: Auto Determine

Result: 8/28 fail

NCM Connection: SSHv1

Communication: Auto Determine

Result: All fail

NCM Connection: SSHv2

Communication: Auto Determine

Result: 4/28 fail

NCM Connection: SSHv2

Communication: Solarwinds HP Switch

Result: All fail

NCM Connection: Telnet

Communication: Auto Determine

Result: All complete

Current Solarwinds NCM Protocol Settings

On the HP Switches

SSH server: Enable

SSH version : 2

SSH authentication-timeout : 120 second(s)

SSH server key generating interval : n/a

SSH authentication retries : 3 time(s)

SFTP server: Disable

SFTP server Idle-Timeout: 0 minutes(s)

The E-Mail Reports back "ERROR: Cannot download Running config : Connection Refused... " on the HP Switches. Each job ran is inconsistent with successful and failed devices.  If I manually grab the running and startup configs via NCM, that too is hit and miss on getting this error. It works "most of the time"; How come not all the time?

So basically, going to SSH as the protocol to get config backups through Solarwinds is a failure. Above is just examples of multiple combinations I've used to try and get SSH to work consistently to get config backups. I've changed the Solarwinds NCM settings and still the same inconsistent results. I'm going to open a Solarwinds ticket as well, but I'd thought I'd ask the TWACK community as well.

Has anyone gotten a scheduled Solarwinds job to pull running and/or startup configs from HP Switches successfully and consistently? If so, what models and firmware? If so, how is your configuration? Any guidance besides "Open a ticket" would be appreciated.
