NCM TFTP Server Log Error

All,

I am trying to send files to the TFTP Server that comes
with NCM.  Looking at the TFTP log files (C:\Program Files (x86)\SolarWinds\TFTP Server\Logging) I see the following error:

2016-05-18 14:08:36,262 [5] INFO  TFTPServer.Service.TFTPServer – 1.1.1.1 fits within 2.2.100.99 and 2.2.100.100: False

2016-05-18 14:08:36,262 [5] INFO  TFTPServer.Service.TFTPServer - returning SuchIpIsProhibited

Searching the TFTP Server Settings (Settings>TFTP Server), I do not see any settings to expand the range of 2.2.2.99 to
2.2.2.100.  Nor do I see where I can add 1.1.1.1 to an access-list so it can send files to the NCM TFTP server.

Any suggestions?
