Decrypt NCM SSH credentials using X509 Orion Certificate and key

According to the following support article:

My organization needs to be able to decrypt our SSH credentials from a Solarwinds SQL database backup dump for disaster recovery purposes:

Could not find this information on forum or support site documentation.

Where is the x.509 Orion certificate stored, is the certificate private key password protected and in case it is where is the password stored?
